Am I right in reading that the only time a different player becomes the Chief Mechanic is when they lose a tie in an auction?

Which is not always an advantage. There are vards nobody wants, but everybody is forced to place a bid. Of course, everybody bids their mechanic with zero ZAP! - the Chief mechanic is getting the card and making it less probable to draw his well chosen cards in the next round after shuffling ...
Tricky bastard sometimes, this game.

You are correct - the SPANNER moves whenever a tied bid needs resolving.

It's the player next round (to the left) of the tie winner that gets the spanner (or gonk - depends if you got our SSG-only 'special gift' :-P) as a consolation.

As someone said in play-testing: "Some bloody consolation!"

So first player changes at the end of each round and when there is a tie. Correct?

No, not at the end of the round, after the tie only.

Whenever there is a tied bid, the 'winner' is determined as 'next left from the player with the spanner' (which could be the player with the spanner him/herself), the next tied player round from the 'winner' gets the spanner as a 'consolation prize' (some consolation!).

Each round of bidding is started by the player with the spanner.
