I think you can safely ignore this rule- it serves no real purpose outside of technically allowing an novice to be helped. I will say it is very easy to find yourself stuck in a bad situation if you're a beginner!

I thought more, it could be a kind of "bribe" like in Dune-game: I give one fish to EVERY other player for one VP, if every other player is happy with that, I gain the VP. But as I have not yet played, I can't say if loosing three fishes is worth 1VP... maybe depends on their "age" ;-)

So far my thoughts about this confusing sentence... but the option of helping beginners sounds more senseful to me either... although "helping" by achieving victory-conditions doesn't seem to be a too "gracious" gesture towards beginners just my opinion...
