Before the beginning of the game, after drawing the initial 4 uncontrolled groups, seperate the deck into the number of players (eyeball it). Players get 5 minutes to stack thier own personal draw piles. There is still only one discard pile.
This variant actually makes for a much shorter and exciting game. The time limit to stack your deck is frustrating, but necessary. This variant can be used in combonation with other variants, but not recommended.

Suggestion: On your turn, instead of drawing two cards from your own draw pile, you may draw one from any opponents draw pile.

Why? Luck can decide the game if one player gets a very strong pile (IRS, other High Power/High Income, otherwise strong groups) because the player whos turn is has the first shot at an unprotected group, if they are Bavarian, they can also make this a privileged attack! (In other words, a good strategy may be to load the deck with one good, one not so good, every other card, so that only one good target comes up every time you draw, thus not leaving anything good out for the other Illuminatis)

anyway. Just some thoughts

I like your thinking in your suggestion...
In playtesting this variant, more often than not, you end up with your nieghbor's cards and not the ones in your stacked deck. Hilarious.
