Is there a scenario editor available? Ideally WYSIWYG? Or do people use VASSAL or a similar engine?

I personally use VASSAL to create scenario maps for a couple main reasons:
- it's like a WYSIWYG editor.
- it will be immediately playable online. (to playtest it)

Um, yes there is. Its called HexBattle, and Alessandro should know this because he uses it for his website. However, its text(XML)-based with a generated output. The interface makes it pretty easy to layout the scenario though (I would argue that its easier than fiddling around with graphics...).
