Hi,

Does the New City tile has to be connected to any of your existing tracks? Or someone elses track? Or can you for example choose a village that has no track leading to it, and start your track building from that new city?

The New City tile can go on any hex containing a town.

Yes.

Sorry I wasn't more explicit: the New City tile can be placed anywhere there's a town/village - it can connect to someone else's track; it can connect to your track; it can connect to no track at all.

There may even be single track segments on the old town/village tile (eg incomplete segments, leading away), which you completely remove with the new city. (I think this is the only time you might actually remove someone's built-track from the board.)

edit - add 'village' for clarity w/ dutch rules
