I hope the 17,000 words are put together more coherently than the first two paragraphs of the description

Well, I hope there is an index and an easy to search appendix.

Is this going to be the War and Peace of RPGs....I wonder whistle

Well, I half hoped it was going to be a war game cool There is nothing unusual in having thick rule books and, later on (as in S.P.Q.R) errata sheets, in which case I find an appendix very useful.

What do they mean, playing the game or reading the rules?

Another stultifyingly overly-complicated unplayed wargame?

17,000 words is about 20 pages of print in an average book. It would take you four hours to read 20 pages?

Hint: don't concentrate on the big number, concentrate on what it really means.

This was mostly a joke.
I say mostly, because 20 pages of badly written rules could take hours to read, when you have to read passages over and over again trying to get some sense out of them (like with the description for this game for instance).

The first 8 pages are just setup and definition boilerplate. If this were an old SPI game, the rules would take up a double-sided map-sized sheet of paper foldable into around 16 pages.

Doesn't look too daunting thus far.

17,000 is nothing exceptional.

If you cant cope with the complexity of this game maybe wargaming is not for you. I would suggest 75% of all Wargames are higher up the complexity scale than this one

As Geoffrey notes, the rules are actually not very complex, though they are somewhat overwritten to make them clearer. This is one case where the length of the rules cannot serve as a guide to how complex the game is - the game is actually rather straightforward.
