I haven't played this in a few months, so I am re-reading the rules just to make sure that I don't miss anything. I noticed that in RETREATS it says "must retreat to adjacent FRIENDLY or VACANT...". So, can it be a vacant ENEMY city?

I think I've always played "must be friendly" (whether friendly vacant or ocupied w friendlies).

That's one of the rules I repeat the most when teaching the game.

There are some slight differences between normal movement, muster, sea move, retreats, and regroups.

normal move: anything goes
muster: friendly only
sea move: friendly only
retreat: friendly or vacant
regroup: friendly only

If you played that you cannot retreat into a vacant, enemy-controlled city, that might have changed the game quite a bit. Then you're forced to drop off guys in order to secure retreat lines while in enemy territory.
