Suppose you've got the gatherer and one of basketweaver or stonecutter: by always setting the two dice to reed or stone respectively, one can get at least 5/6*3/2*3 (the third resource dice shows something else, so one could take 2+1 for building resources of which 2 give 3 points)+1/6*4/2*3 (the third resource dice shows the same) = 57/12 = 4.75 points per action. Surely that beats everything except for building a the first room of your house (4-6 points depending on kind), building the first pasture (4+0/1/2 points), building the first field (4+0/1/2 points) and obtaining food for the farmers. Of course, having babies if possible is (almost) always good since it doesn't cost an action.
Have I overlooked something or is there another (equally cheap) strong combo?

yes, that is probably the stronger average turn combo.
Just dont forget, if that is all you do... you could lose 9 points per harvest.

having the 1st turn mayor is equally or maybe more powerful, because you can guarantee, that you get maximum actions (+10 points for 4 children) and almost no negative points ever (maybe 1x in the first round.)

But don't forget, you also need reeds and other resources for those houses.

Also, it looks like you're interpreting that is getting 3 points for your 3rd baby and 4 points for your 4th. I don't think he meant that when he said:
"+1/2/3/4 if a player has 1/2/3/4 babies."

Now if you had the midwife...

Right. You get 4 points total if you have 4 babies (1 point per baby). The real benefit of babies are the actions they give you.
