I have the before I kill you mr. bond game. It isn't spy themed enough for me. I also have munchkin impossible. Also lacking the true spy mechanic I would like to look at. Although it is pretty good for theme. I'm trying to avoid a deduction sort of game if possible as well. More of a discover the motive and bust the spy kind of thing.

I also like Cold War: CIA vs KGB. It's a very good 2-player game. Be aware that the original rules are weak, so make a copy of the excellent revised rules by Liumas on the game's BBG page. In the Files section you'll also find his rules brief which is quite helpful.
