I am confused about Leningrad. During the winter, may it be supplied over Lake Ladoga? Can it be supplied through Finland?

No and no.

It can't be supplied over Lake Ladoga because lake hexsides are impassable (1.38), and supply lines can't be traced over impassable terrain (10.3). EF1 had a special rule which allowed this (Lake Supply, under 1.46 in the version 3.02 rules), but I believe that was removed in EF2. (And if it were treated as a sea zone, you would still need ports on both sides, connected to rail lines, to trace supply across.)

It can't be supplied through Finland because Finland is out of play ("The Mapboard" section in the introduction).

(The text of that Lake Supply rule, if you're curious, was: "A second Soviet unit defending Leningrad can receive Fortress Siege Supply, provided the Soviets have Rail Supply to the shore of Lake Ladoga at Volkhov NE1.")
