Methinks you are mis-applying the city number. The morning 'Efreet encounter occurs on Matrix 94. You then roll a die and add to it your destiny track modifier (if any) and the terrain modifier (in this case, a 2 for the city) to determine what kind of 'Efreet you encounter. You NEVER add to the matrix number, so you should never be at Matrix 96.

Reread page 1 as suggested. It says "you may notice gaps in the paragraph numbers. Don't worry; you are not missing any paragraphs."

To play devils advocate I would suggest that a missing matrix is different than a missing paragraph.

I still wonder if there was a matrix 96 in the original.
