I've played a bit of CC: Europe, but I'm fairly new to CC: Pacific and I've just noticed something.

Off board artillery (radios) cannot fire smoke. Is that correct?

Ordinance can fire Smoke Rounds:

O27.2.1 - Smoke Rounds

O24.3.2 states that after spotting you take a normal targeting role as per ordinance, so you can at this point declare that you are firing smoke.

The radio counters of CC do not include the word "SMOKE" (CC:E counters do).
So they cannot fire smoke.

They're great for crossing open areas, but remember, one ill-timed disperse and there's gonna be a lot of troops in the open.

That's what I'd noticed to bring up the question. Also, in CC: Europe the ability for OBA to fire smoke is explicitly stated in O 18.2.1.1. There is no similar rule in CC: Pacific.

I think the reason for this is that the "offboard artillery" is fired by naval units which didn't have the "room" to store smoke shells.

Correct. As I've said in other threads:

In my reading and other research I got the distinct impression that artillery-laid smoke screens were used far less often in the PTO as compared to Europe. So it was an easy design decision to get rid of the capability altogether for CC. This comes with the side benefits of (a) making the rules a bit lighter and (b) requiring fewer smoke counters.

Of course the door is still open for future CC scenarios to have a special rule allowing smoke-making capability via radio should the specific battle being portrayed require it. But I felt that for CC the default setting should be "off".
