Oh, hi
so i've got this concern:

A.: if the president title changes owners, do the quorum cards go with it or they remain by the ex-president?

B.: is it possible for the president to give the title to another player in any way other than crisis cards, locations and character attributes?

The Quorum cards go with the title. (Exception: Laura Roslin's once per game special ability is to draw 4 Quorum Cards and play 1 - even if she is not the President)

No, you may not hand another player the title without an direct result of a crisis card, location, or character attribute (ie, Tigh's once per game special ability).

Rules, page 12: Whichever player has the President title has control over this hand of Quorum Cards.

Using the Administration location, per p. 18 of the rules: The current player chooses any player to nominate for the presidency. A 5 difficulty politics/leadership skill check is resolved with the following results.
– Pass: The nominated player claims the President title.
– Fail: No Effect.

Still true that Q-cards stay with the president. Roslin's OPG lets her look at cards, but she plays one and discards the others immediately, so she never gets a hand of cards so to speak without the title in this fashion.
