In the English rules, the Manhattan Police Station Turf card states the following: "Make this Turf Busy to draw the number of Bills left undrawn after a Police Raid has stopped a Cash-in."

What does this actually mean and how is this card played?

Does it mean that a user can make this card Busy after a Police Raid card has been drawn during the Cash-in of another card and that the active player then draws a number of Bills equal to the Bills left undrawn (excluding the Police Raid card)?

And do these Bills then have to be distributed still? Or does the player with the Manhattan Police Station get to keep all these Bills?

The player with the Manhattan Police Station can make this card Busy after a Police Raid card has been drawn during the Cash-in of another card.

He then draws a number of Bills equal to the Bills left undrawn and don't have to distribute them.

Well, in any case, the player who draws the bills never has to distribute them, even if there is no police raid, so this card only cancels the effect of the police raid.

In fact, during a cash-in action, it's always optionnal to distribute the bills.

But remember that a player who does not get the exact amount of Bills he should've gotten is considered to have been Cheated.

For each Bill the player has not received, a Cheated player draws one Vendetta card.

So this applies as well when the Manhattan Police Station is made Active to cancel the Police Raid. The player that gets the Bills from the Cash-In still has the option to distribute them? And players that have been Cheated get to take their Vendetta cards?

Can the Police Station only be made Active in the turn of the owner, or can it be made Active to negate the Police Raid on the Cash-In of another player as well?

No, the Manhattan Police Station effect applies just after the Cash-in action :

1. player A declare a cash-in action ninja
2. player A draw bills and Police Raid appear cry
3. Player A choose to distribute bills/Cheat player angry
3. The Manhattan Police Station's owner (Player A or another) use it to gets the bills undrawn. This is not a cash-in action so there is no need to distribute them. devil
