The game's Optional Rules which help Japan are all realistic: MacArthur's War, Fanatic Defense, Banzai Attack. More can be done.

1. Battleship D2 against Cruiser hits. While Battleships were vulnerable to Aircraft and to a lesser extent to Submarines, they were designed to withstand hits from Cruiser caliber guns. Therefore, whenever the hit-taker takes a hit from an enemy Cruiser, he may put it on a Battleship, which suffers a half-hit. The next hit inflicted by a Cruiser must be put on the Battleship which already suffers a half-hit, making a whole hit and reducing the Battleship. Half-hits are removed at the end of a combat and have no effect during combat. This should help Japan a little, as it starts the game with greater Battleship strength.

2. Type 93 Torpedo. Japan's Cruisers and Destroyers were infamous, especially early in the war, for their enriched oxygen propelled torpedo. Whenever Japanese Naval units have first fire, either because they are defending or because the "Air Search" optional rule is being used and they have the advantage of first fire, Japanese Cruisers fire at N2 on the first round of combat, The reason for this restriction is that the Type 93 was a dangerous weapon for its user too, readily exploding while still aboard. E.g., when the Allies had "first fire," as in the Battle off Samar, a hit on a Japanese heavy Cruiser ignited its torpedoes, sinking the Cruiser.

3. USA Infantry cost 2 PP per cv at Home Base, 4 PP per cv abroad. On the average, Each US soldier in the Pacific consumed about 10 tons of supplies per year. Japanese soldiers consumed about 1/10 as much.

4. Southern Strategy. Japanese Decisive Victory results instantly from Japanese capture of two of the these three Bases: Melbourne, Sydney, Auckland. The reason: the Japanese Army was infamous for its brutality toward civilians. The idea of four million Whites in Australia and New Zealand falling under their power was intolerable and would have resulted in instant peace on terms very favorable to Japan. In addition to helping balance the game, this would make a Southern Strategy more attractive to Japan and more to be feared by the Allies.

5. Eastern Strategy. Japanese capture of Hawaii or Anchorage would not have ended the war or crippled the USA, but would have created a vast amount of hysteria and would have diverted USA resources to home defense on the western seaboard. If Japan controls Hawaii or Anchorage at the end of the turn, increase the cost of all USA cv by +1 PP.

6. Double Strategic Movement. If a unit moves more than 12 hexes to a base by Strategic Movement, it costs two Strategic Moves rather than the usual one (1) SM. This should help Japan by making it more costly for America to move strong Naval forces to defend the Bay of Bengal littoral.

7. Japanese SHQ, The Allies still pay 5 PP, but Japan pays only 3 PP (or 4 PP) to recharge its SHQ block by one star. Japan's naval units are generally smaller and its Infantry and Marines moved lighter than their Allied counterparts, therefore their movement should cost less.

8. Home Base Stacking. Allow three Infantry and three Aircraft to stack in Home Bases. This will make it easier to defend Japan.


9. Victory Conditions
Japanese PP at Game End: Victory Result
0-4 Allied Decisive.
5-6 Allied Strategic.
7 Allied Marginal.
8 Stalemate
9-12 Japanese Marginal
13-17 Japanese Strategic
18 Japanese Decisive.

If requiring Japan to hold 20 PP for a decisive Victory is too hard on Japan, giving Japan a Decisive Victory for holding 16 PP is too easy on Japan. If Japan did as well as it did historically (14 PP) and had also taken Calcutta (2 PP), or any two of Ceylon (1 PP), Anchorage (1 PP) or Auckland (1 PP), it would not have come close to ending the war. If Japan had conquered all of India (taking Japan to 18 PP), it would not have ended the war, but it could have changed the outcome of the war, from decisive Allied victory to stalemate. Having established a connection with its European Allies, Japan would have been emboldened to cut Allied aid to USSR through Iran and through Vladivostok. This would have seriously weakened the Allied war effort, by making Soviet European offensives more difficult.

10. Indian Monsoon. Treat Bombay, Madras and Calcutta as June Monsoon hexes. June through August inclusive, Bombay gets two meters of rain, Calcutta gets 950mm rain (same as Dhaka), and Madras gets (?) a lot. Beyond realism, the purpose of this rule is add a realistic disincentive to a Japanese India-first strategy, so that Japan is less tempted always to go for India.

11. End War at end of June-August 1946. It's unrealistic to imagine the enraged Allies would have just quit at end of June-August 1945. Although this change gives a major advantage to the Allies, hopefully the above Optional Rules 1-9 will give Japan a fighting chance to hold out four more turns. It is conceivable the Allies would have been exhausted and would have made peace by the end of 1946.

12. Strategic Bombing. Aircraft making a Strategic Raid can attack PP in a hex with their Ground (G) strength. If it's December 1945 or later, the Allies have begun producing two Fat Man plutonium implosion bombs per week. Each Aircraft cv making a Strategic Raid rolls 4 dice.

I thought all the game needed was for Cruisers to fire before non-Elite BBs.
