Hello,

I've been reading the rules and found that the concept "friendly city" is employed while I can found a definition for this term.

Is "Friendly" an equal game term for "Controlled Cities"?, i.e., for Winter maintenance, is it possible to keep frienly forces in an enemy loyal City that I control (by means of those same forces), elluding disbanding ?

Friendly Cities are friendly-controlled, regardless of original Loyalty.

Loyalty refers to a City's original control. Cities revert to their original loyalty when unoccupied.

Yes, you can Winter units in a controlled Opposing City (loyal to opponent).
