Where can you get small (like 3/8"-1/2" diameter) blank round cardboard counters for making a prototype game to playtest?

I've been looking for 2 hours on the web and BGG forums and can't find anywhere that has them.

p.s. These are the size of the 18XX railhead counters and circular tokens in many games.

Buy a 1/2" hole punch and make your own?
That's what I'd do.

I'd definitely back up what Chevee said... a punch is great for prototyping. You can print onto paper or a full page label, stick it on some scrap card, and punch out high quality counters. Here's some example 1" counters:
