Playing with the original MDG rules. Rule 6.1 states;

At least one military unit must always be left in a zone by the end of the players turn as a garrison to maintain control of a zone.

My opponent says this means he can "abandon" zones if he chooses (maintainence of a garrison is optional). I say the rule is meant to be more like Risk, where you must always maintain at least one unit in a zone (maintainace of garrison is Mandatory).

Which is it? And are the Fiery Dragon rules different?

Any help here would be appreciated!

You are correct, Tim. Maintenance of a garrison is mandatory, and
you can't voluntarily abandon zones.

If a zone has a new unit due to a levy, can all the other units in the zone leave?

Or do the forces have to leave one unit behind to baby-sit the inactive unit?

Since the levied troops are activated before the end of the turn, they should be able to count as a garrison unit.

This is how I play the rule anyway.
