I had transcripted most of the video into English and the Interwebs monster has eaten my post.

It's essentially property law jargon; the document is a notification of a precautionary measure, including main the points of the legislation pertaining to the point and the appeal procedure.

The lot of land is described as part of former public property that no private individual has claimed through proper documentary proof of private use and is therefore "secured" (asegurada) for public use. The citizens are directed to the pertaining agricultural court for appeal. The man signs the document as a sign that he has received and understood the official notification.

At first sight, it looks more like a property issue than an expropiation.
