They're easily made with bamboo skewers (chopsticks also work well) but I've seen them for sale at HMGS-East cons. I'll try to look-see at "Fall In" and get a manufacturer or retailer for you.

I have seen a brillaint dba laster cut clear plastic tool sold by a company in australia but I cant find the link for it anymore.

I make my own out of cardboard (the stuff that the back of graph paper packets). They last a long time and I don't worry too much if I lose one. Mine are also 2" wide to make it real easy to measure shooting.

I make my measuring devices out of a 3x5" piece of heavy card or plastic sheet. Cut a 1" square out of one corner and you're good to go for 2,3,4,5 inch measurements.
I also have two 6x3 pieces of card for the deployment zone, that double as a way to measure 6 and 12 inch command radius. (And two 9x3 inch cards for when we play on 30 inch boards)

I do use 1/4" square dowel for wheel sticks, marked off in 40mm increments.
And a couple 40x40mm bases with trees attached for "Barker markers".
