Has anybody done a one-map Eastern Front scenario covering the whole war rather than just 42-43?

Not that I know of.
As a very rough cut:
Use the 1941 Campaign start.
Remove five 3-inf, five 4-inf, one elite armour and one regular armour block from the German at start force (out of game).
Remove all British, US, Free French and Bulgarian blocks.
Remove all Italian blocks except one 3-inf, one 2-inf and one 2-arm. These go in the German force pool and may be built with German WERPS. They have no SA and are built offboard, strat moving for free from offboard to Russia. Once in Russia one may strat move per turn in the first strategic movement phase only.
The southern weather zone is not in play.
Starting in 1942 for each German unit or SA built the Axis player must roll a die. On a 6 (1942), 5-6 (1943) or 4-6 (1944-45) the unit or SA is sent to the west (replaced in the force pool). The Axis may not build more than one German block at less than maximum strength each turn.
On the second occassion the German fails to build a SA using this rule remove all Italian forces.
Starting in 1943 the German strat move allowance is replaced by the result of one die. This is rolled for each strategic movement phase (after expending the SA in the case of breakthrough strategic movement).
The USSR receives one dice of lend lease per turn provided they control Onega. If they do not control Onega and do control Baku they receive half of one dice, rounded up.
