In a game that's about to finish, an unexpected situation happened : Axis forces had disposed of nearly all the British forces in North Africa and were pushing towards the oil fields, while at the same time the Safi landing, nearly unoppposed, made rapid progresses towards Tunis.
This produced strange results, and I wonder whether the rules should be taken litterally :
- Both sides ended up scoring a North Africa victory, with its benefits. Is that right ?
- The Germans held Suez (which gives them the benefit of not rolling for shipping losses) at a time when Italians had surrendered, making the Mediterranean zone British. Is it possible to have the British control the whole Mediterranea (and Indian Ocean) yet the Germans avoid shipping losses ?
- There are three different effects for winning in North Africa.
One needs all 6 major ports (no acclimatization).
One needs all 6 major ports plus Basra.(no maintenance costs)
One needs all 6 major ports plus Karachi.(front fusion)
Does the latter need Basra too ?
This might seem strange, but Germans were indeed in supply in Basra while Suez was British, because Turkey had joined the war.
And one last question : what's the capital of Turkey ? Ankara was, at this time, but Intanbul is the "square" city.

If the germans have Suez and the Brits all other major ports , then the Brits DO NOT have a NA victory. they need Suez!
2. pay close attention to 21.385 + 21.386 for MFpp's . especially the last italics lines , wf pp spent = 1/2 mf allocation.
this leads to the question in your case, if the axis have no MF control ports , to recieve the MF pp's into - where do they go?

3. where is SAFI? on the road to tunis , i can't find it.
I don't see how both sides can have any version of MF/NAfr/Desert Victory. All 3 of these require all of the 6 North African major ports (Algiers, Tunis, Tripoli, Benghazi, Alexandria, Suez). Desert Victory also requires Basra in addition to the 6, and MF Victory requires Karachi AND Basra plus the 6. So only one side can have any form of these Victories.
Holding Suez gives the Axis Mare Nostro = no MF Shipping Losses. If they hold Suez, the British can have no form of MF/NAfr/Desert Victory, they would need Suez as one of the basic 6 major ports.
I am interested in how Italy surrendered. I have not encountered this situation before in EuF. I *have* seen the Axis pushing to the oilfields while the Allies push to Tunis after Torch, but Italy having surrendered changes everything (as all MF Sea areas become Allied controlled).
In this situation:
Axis holds Egypt/ Libya /Palestine /Syria /Iraq; Turkey is Axis (Ankara is the capital); Italy has surrendered (but not conquered?).
British hold Morocco/ Algeria/ Tunisia/ Persia, etc., and control all Med Basin seas due to Italian Surrender.
I would rule the following:
Since the Axis has completely lost control of the Mediterranean Basin, I would allow NO normal MF PPs to reach the Axis by sea. If the Axis did not have Turkey in the war at this point, they would be out of Supply.
However, the Istanbul Basing rule basically allows a "pipeline" of 1/2 the current MF PP Allocation *in WF PPs* to be routed through Turkey. I would therefore allow the Axis to "virtually" allocate PPs to the MF (according to the normal "step-up" scheme) but none of these are actually sent to the MF or arrive.
HALF of this "Virtual Allocation" can arrive, via Istanbul Basing, deducted from Axis WF PPs (no Shipping Losses). This low level of "MF" Production seems appropriate given the poor state and capacity of Turkish railways, and the ferry bottleneck across the Bosporus -- the MF Axis will have a tough time surviving on these meagre rations.

We didn't understand MF/Desrt Victory is a status, not a past event. Now it makes sense.
How did Italy surrender ? Well, I took Tunis and Bizerte and then invaded lightly defended Sardinia and rolled the dice. However, after this, I decided to leave Italy alone (too many troops there) and went after Marseilles.
The game has ended now. Germany, due to their increased production levels, clinched to a marginal victory by the skin of the teeth. I had bad dice in France and failed a massive raid towards Paris. So they still held all of Central Europa and Balkans, Kiev, Minsk, Istanbul, Paris, Metz, and continental Italy.
