Are we playing this right? When we remove all the tiles from previous turns (following the special 2-3 player rule) we run out of new territory tiles for age III (not that you'll use 'em much at that point).

Correct, you'll run out at the end of turn 2B

(Page 6, 5.0 New tiles) 'Note also: The supply of new territory tiles will run out during the "B" turn of era-II. This is intentional.'

There will be none on the Territory Display as per what is written in the rules, but I betcha there will be some unselected tiles left "to the side" that can still be chosen, especially in a 2 player game. I haven't played a 3 player game yet. Even at 4 & 5 player games that I played there were some tiles available "to the side" that could still be chosen.

In a 2 or 3 player game the tiles are put back in the box.

Page 6 5.1 Unselecting Tiles in a 2 or 3 player game

As an exception, in 2 or 3 player games, place all unselected progress, city and territory tiles back into the game box. They are out of the game.

But, quite right, there could be a few left in a 4-5 player game 'to the side'.

OOPS! You are right about the tiles going back into the box in 2-3 player game. Sorry for that "slip".
