The base manual for Steam is quite clear that, like in Age of Steam, when moving goods the goods thus moved come off the board and are returned to the goods bag (removed from the game).

The Barons manual has no such indication, stating only that like the base game goods are moved from their city of origin to a city of the same color. Nothing is said about whether the good stays in play or not, so what's the verdict on that?

Yes, unless otherwise stated all rules are the same as in the original Steam game.

OK - it seemed after only 2 turns (of 5) that there were so few cubes left (and so little ability to capitalize a company enough to build track to the remaining ones) that the oversight in the manual seemed significant and we thought that perhaps that was another change for Barons (not removing the cubes).

Few cubes? In setup, did you place 1 cube per town? And place as many cubes on each city as the number shown?

Steam Barons, rules - p.4 Phase Three: Moving Goods; second sentence: "Goods cubes are moved exactly the same way as in Steam..." (Italics mine)

The rule goes on to describe two exceptions to that which are not about leaving the cubes in play once delivered...

I think the people that did the setup missed some steps - they didn't have any cubes at all on the towns (the gray undeveloped ones), only on the cities. That was probably the problem.

That said, cube delivery and supplies are very tight. Expansion is almost forced. God help you if two or three (shudder) companies are fighting over the same hubs, particularly on the US map. It's a matter of finding your city pairs and praying that you can deliver stuff with minimal interference.
