I have read the five sentences in the rules that relate to Urbanization but am unable to work out the significance of the circle and am uncertain how to connect to those two foreign markets. So far we have been playing that the circle is a town, it costs four dollars to place a town marker there and that it counts as two links when transporting goods.
Can someone help me out here?
To move goods from the Foreign Market to the City, you must build Track. When you build track, you show ownership by placing a Track Marker.
Place the Track Marker on the circle.
