Most foreign markets are adjacent to a clear hex so that track can be built to them.

In the case of Salzburg and Innsbruck the foreign market is adjacent to the city, leaving no room for the construction of track, and there is an empty circle between the foreign market and the city in question.

I have read the five sentences in the rules that relate to Urbanization but am unable to work out the significance of the circle and am uncertain how to connect to those two foreign markets. So far we have been playing that the circle is a town, it costs four dollars to place a town marker there and that it counts as two links when transporting goods.

Can someone help me out here?

To move goods from the Foreign Market to the City, you must build Track. When you build track, you show ownership by placing a Track Marker.

Place the Track Marker on the circle.

So, the small circle works exactly the same as a clear hex.

It is the same mechanism that I first created for the Germany expansion, and subsequently used in a bunch of other AoS maps.
