Are theu too, for other purposes ? For example, Tobin's ability.
Soaring creatures are *not* considered "adjacent" to any square unless they have swooped down to make an attack (or to exploit terrain effects like shadowcloak.) Therefore, powers like Aura and Grapple do not affect a soaring creature. I would assume that this would apply to Tobin's ability as well, meaning that he would add +4 to his damage, and could attack a soaring creature even if it were in an "adjacent" square.
