Sorry. I know this is slightly outside the strict boundaries of photography, but say I want to add some to my pictures. I can't find a free and easy to use tools that add them. Some photo-pros here must know?

You can do it with the free image manipulation program Gimp. Make the balloon shape you want on a new layer, color it black, shrink the selection by a few pixels, color it white. The same technique would work in many similar image manipulation programs.

If you want a higher level tool that will automatically make a balloon and the border for you and point it at the speaker all in one step, I don't know of one.

I just added the truetype Komika Bubbles font and and use it as a regular type, then fill it in.
