Terrain advantages are given to different units, like many elf units get +1 combat bonus when fighting in a forest.

If a battle occurs in a hex with forest, mountains, and a city, which terrain bonus applies if different units in battle have terrain bonus for for forest, mountain, and city?

The terrain at the center of the hex determines what terrain the hex is.

Even though that's what the rules say, I've always played that an hex with a city is considered a city hex, no matter where in the hex the city is situated, as it makes sense to think of units there protecting it... Most times cities aren't on the center of the hex, so going exactly by the rules, there would almost be no city hexes...

That's a good point. Cities tend not to be in the center.

I think cities and city folk are an exception to the general rule. Doesn't matter what terrain is in the hex, if there's a city there. Can't back that up off the top of my head with a rule reference, but it doesn't make any sense otherwise.

I'd have thought the defenders would have the choice of terrain to defend in, where there is a choice.
