The 2 player game is fine but you must not let one person get much more money or you cannot recover. Money is very important to lay down troops, bribe, and bribe-protect your locations and personage. You can use your French loan but its a oneshot deal. I suspect 3 player and 4 player will play alot differently as sites can be attacked multiple times in a round.

I don't think this game is really suitable for solo play due to the simultaneous hidden planning, and simple majority combat system where order of resolution is the key factor.

Four player will be totally different and much more chaotic because the two players representing the same faction are not allowed to coordinate strategy beforehand.

Such chaos, of course, is the whole point of the game -- inadvertent (or intentional) backstabbing; players are nominally allies but in the end it's every player for him or herself. Should make for a rollicking good time!
