Hi. A long time ago, probably in the seventies, I played a rather fun game but I have forgotten the name.
It had random cards for the non-player leaders.
One country had only naval pieces and had a leader who was called something like 'Reaver'.

Very common to other games, but must be mentioned: There were a number of counties each with different units. One country was in the mountains (goblins?). Another (yellow?) was in the plains and it had more units than other states.

Simple rules and it played well.

Any ideas?

Yup, sounds like Divine Right to me, too.

I've got a copy on my shelf. I may never play it again, but I don't think I'd be willing to let it go, either.

I love Divine Right, but it just takes too long.

My favorite part was sending emissaries to inactive foreign dignitaries and trying to get them to join the cause.

A Divine Right Lite would be oh so welcome!
