That's not how I read it.

There are two players in the game. They each get one hand of cards (which is one merlin plus *five* whites, not 1 white as above in the first post).
From that one hand of cards, a player controls both of his characters. All cards in hand are available to both characters as needed, because you're literally holding one hand of cards.
That's how I read it, too. A clearer translation would probably be...
"Each player gets only one starting hand of cards for his 2 characters."
