That's pretty interesting, actually. I like the basic idea quite a bit.
I'm not sure I like the idea of getting a brand new unit for free after conquering.
I like the idea, rather, of "upgrading" one surviving normal "legion" to a "veteran".
Also don't like the idea of the veteran not being destroyed by city conquest, either.
Again, I like the idea of one surviving normal unit being upgraded even if a veteran helped.
Regardless, you need to pin down the rules for priority of casualties: Who gets to decide?
Is the veteran unit always eliminated first? Always last? Attacker's choice? Defender's choice?
