Okay, so for the initial storm movement, both players who sit on either DOT of the 'Storm Starts Here' spot dial 1-20 on their Combat Wheels. This will somewhat randomly determine where the Storm starts.

After this, the "two players who last used the wheels will independently dial a number from 1 to 3, simultaneously reveal the numbers, add them and advance the storm marker from its current position counterclockwise."

So my question is of course, where do the Storm Tokens (1-6) come into play that the Fremen randomly draw before the next round?

The Fremen's storm tokens REPLACE the need to use the wheels to randomly move the storm each turn. If you're using the optional/advanced rules, the Fremen gets to look at the randomly drawn storm token 1 turn in advance, which is a modest advantage for them. (This information can occasionally have a big impact on play, or the information is sellable to the other players if they're interested, of course.)

You only use the wheels to move the storm each turn if you're NOT using the optional/advanced rules.
