There are 12 Forest tiles in Puerto Rico Expansion

But the max. number of forest is not mentioned in the Treasure Chest

Moreover, in BSW, the max number of forest seem > 12 too.

So, is the rules changed? From 12 to unlimited now?

The original (german) version of the Puerto Rico expansion didn't come with forest tiles. To take a forest, you just take any of the plantation tiles on offer, and lay it face down (green back up) in your plantation area. So by design, the number of forest tiles is unlimited; and the rules don't tell otherwise.

It's only the english edition that supplied (limited?) extra forest tiles.

Actually, by design the number of Forest tiles is limited to the number of Plantation tiles - and furthermore: every Forest tile built, means that one random and unknown Plantation tile has been removed from play!

That's not correct for the alea version.
If you own an active forest house, you still do your normal selection from the face-up tiles. Then you may lay down *this* tile face down as forest. So it isn't a random tile that's missing, but one the player selected (and denied to the other players).
