Regardless of arguments regarding the origin of the term "Emperor" [imperator] if someone designed a boardgame and included Julius Caesar as an Emperor would that be a bad thing?

Why would you want to do it? If you want a historical game for whatever reason, why would this detail be difficult to fix?

If it doesn't have orgies and lion-devoured Christians I'm just not interested.

Do you consider Augustus an emperor, when his title was Princeps? If so, why not Julius, who was named Dictator for Life? He even passed his position on to his heir, as things turned out, just as all the emperors after him did or tried to do.

And the gladiators must be real life ones, too.

I don't, however, assume that Julius would sue you after such a long time...

I don't quite see the problem. If you can imagine people complaining that you call the Dictator for Life with hereditary powers passed on as Emperor, then include a footnote wherever Julius Caesar, Imperator* is mentioned. An example footnote included in this post.

*actually he was just a Dictator for Life with hereditary powers

I always refuse to play Rome themed games unless a flirtatious slave girl is on hand to feed me decadent morsels. Unfortunately this has so far meant no Glory to Rome for me.

I have no problem referring to Caesar as an emperor. Just as I have no problem referring to Washington as the king of the USA (elected king that is). Both were transition figures. Caesar would have objected to being called dictator or emperor (though if he had lived longer he might have changed his mind). Washington certainly did not consider himself a king though his role was analogous to the role of an elected non hereditary king.

But for a key historical person such as Caesar or Washington, I think a game designer should make the effort to get give the person the right title even though in Caesar's case it is not evident what title to give him.

For minor characters it is better to simplify and use the same title for different people. A lot depends on the scale of the game. For a game covering 3000 years of history calling Caesar, Washington, Louis XIV, Mao Tse Tsung, Hitler all leaders or rulers is acceptable. A game covering 10 years of Roman history should have more specific titles mind you..
