1. During battle put each hero in a initiative row occupied with your units.
2. For each hero present in this row draw one more card for this type of unit then select which card you want to play.
3. Damage, rout or any other effects cannot be assigned to heroes.
4. When retreating, hero can (or must) retreat with his army and is routed (not sure about this rule)
5. Heroes don't count towards final strength.

Example 1

1. ...
2. unit x2, hero
3. ...
...
when drawing for second row, draw 3 cards, one discard

Example 2
1. ...
2. unit_1, unit_2 x 3, hero
3. ...
...
player selects hero to be attached to unit_1, so when resolving unit_2 - draw 3 cards
resolving unit_2 - draw 2, discard 1

Example 3
...
2. ...
3. unit_1 x2, unit_2 x3, hero_1, hero_2
...
unit_1 draws 3 cards, discards 1
and unit_2 draws 4, discards 1
OR
unit_1 draws 4, discards 2
unit_2 draws 3
OR
unit_1 draws 2
unit_2 draws 5, discards 2

These rules weren't tested at all, but I don't think they are overpowered or game breaking.

Any comments?

Seems unnecessary and not in the spirit of what Heroes are meant to be used for (these aren't generals, but sneaky scouts.)

But, it seems all you're really doing is saying a hero allows you to draw an extra card in battle, which seems relatively harmless.

However, will Heroes count toward final strength? If so, they seem a bit overpowered since they will effectively give +1 strength without the risk of being wounded/killed.

I have no problem with heroes, but some players do. This variant is for them.
Because heroes move only in summer, or on strategize, and not with conquering or mobilizing troops, drawing one more card for one kind of unit could be explained thematically as scouting battlefield, spotting vulnerabilities, sniping enemy commanders, sabotaging stronghold, preparing traps, teaching soldiers some dirty tactics, improving siege machines, casting protective magic on unit etc.

Its has some impact when used with one hexagon unit, and its almost unnoticeable with many triangle units.
