Rule 9.1 says "Once available, assets may be played at any time". That's not really true, is it? The Asset Chits Summary on the player aid card is much more restrictive. In most cases, it would seem that assets are played at very specific times.
The point of "at any time" is to convey that there are no restrictions on playing assets beyond when they are effective.
Have I got this right: units can assault across unbridged rivers, but can never move or advance across them? That seems pretty severe, given the effort that both sides put into providing vehicles that could swim or ford, and into maintaining engineer bridging capabilities. River crossing ability would have made a good Asset Chit!
You are correct. This game is set within a fairly narrow time frame and crossing without a bridge means logistical complications which I didn't want to write additional rules for. You're correct that it could have made a good asset chit, but that one didn't make the cut to get into the game.
