Just play the game twice, and found there is not enough card to draw at turn 8.

Just shuffle the discard piles to get the remaining cards?

yes...but remember that any cards that were played as events have been removed from the game and are not in the discard pile (and so do not get reshuffled.)

First deal the remaining cards evenly to the players, but if the number is odd, then the player with the initiative may decide who will get the last card.
All cards played as an event (no matter how those events happened: either played by a player him/herself or triggered by an opponent) are not part of the discard pile. Shuffle then the discard pile to form a new draw deck and deal the rest.
