Can the cards from all the sets/blocks be used together or is there some restrictions in this matter?

Also, where can I find information about different playing formats?

They can be, but they started a rotation for tournaments towards the end of the games life.

There are many different "formats" that are generally accepted for tournament play. Choosing the right format all comes down to personal choice and and what cards you have available. As Jormi said, blocks of cards began to get cycled out as the card pool grew. And as the game progressed Decipher started banning certain cards from tournament play.

Here is a general break down of the various formats that tend to exist:

Open Format
Open format is insanity. All cards from all sets allowed. Power combos, broken combos, you name it. Just go out there and have fun kids! But be sure to be home before the street lights come on!


Standard Format.
Standard is what was being played in official Decipher Tournments at the end of the game's life.

All cards from sets 7-19 with the exception of the following banned cards:
Aggression
Courtyard Parapet
Demoralized
Final Account
Galadriel, Lady Redeemed
Madril, Defender of Osgiliath
Memories of Darkness
Mordor Fiend
Orkish Smith
Steadfast Champion
Strange-Looking Men


Expanded format.
Expanded is a format where you can play cards from any set with exception of:

Aggression
Aragorn, Heir to the White City
A Talent for not Being Seen
Final Account
Frying Pan
Galadriel, Lady of Light
Galadriel, Lady of the Golden Wood
Galadriel, Lady Redeemed
Gimli, Dwarf of the Mountain-race
Horn of Boromir
Legolas, Dauntless Hunter
Memories of Darkness
Mordor Fiend
Orkish Smith
Sam, Son of Hamfast
Saruman, Keeper of Isengard
Saruman's Snows
Steadfast Champion
Sting
Strange-Looking Men
The Palantir of Orthanc
The Shire Countryside
Ulaire Nertea, Messenger of Dol Guldur

Additionally, Expanded has an Restricted List.
Your deck is limited to one copy of each of the following cards:

Bill the Pony
Bill Ferny, Swarthy Sneering Fellow
Elrond, Lord of Rivendell
Flaming Brand
Fortress Never Fallen
Forces of Mordor
Get on and Get Away
No Stranger to the Shadows
Ottar, Man of Laketown

Movie Block
Movie block is an unofficial block that is still very popular. Movie Block is the game as it existed before set 11 (Shadows). With Shadows, Decipher started rotating out previous blocks and really started to make a lot of changes to the game. This was the point when the game really started to see a drop-off and alot of people left the game. I find that alot of returning players to the game like playing Movie block because its the game as they knew it.

Movie block is sets 1-10 and uses King Block Sites.
The following cards are banned in Movie Block:

Aggression
Aragorn, Heir to the White City
Bill the Pony
Elrond, Lord of Rivendell
Flaming Brand
Forces of Mordor
Frying Pan
Galadriel, Lady of Light
Gondorian Captain
Horn of Boromir
Memories of Darkness
Mordor Fiend
No Stranger to the Shadows
Ottar, Man of Laketown
The Palantir of Orthanc
Relics of Moria
Saruman, Keeper of Isengard
Savagery to Match Their Numbers
Steadfast Champion
Sting
Ulaire Nertea, Messenger of Dol Guldur

There is also Fellowship Block (1-3) Tower Block (4-6) etc and then a bunch of other Fan Man variations out there.

I would strongly suggest playing only with the movie block cards (sets 1-10), and ignoring the crap that came after.
