1. Can the Invader spawn new monsters in unexplored areas (ie: area 8 on 'Knee Deep in the Dead') while the marines are still in say, the start area?

2. Can the Invader activate monsters, which are part of the set-up in an unexplored area (ie: area 6 on 'Knee Deep in the Dead') and have them travel to other unexplored areas, such as area 8?

No to both.

Since you're not supposed to put the map tiles down until they reveal the area, how would you spawn in those areas or activate monsters in those areas? Note though that once an area has been revealed (by the marines only, monsters can never reveal areas), then you can activate and spawn as much as you want/can, even if the marines have closed the doors to these areas. Once revealed, always revealed.
