IMO, the fuel rules really depend on the game length and ships involved. If its a relatively short scenario without surface engagements, then fuel isn't that big a factor. In longer scenarios, it can definitely affect planning, especially where smaller ships are involved. Destroyers running around at 3 zones/turn burn up a lot of fuel fast. I'm in a PbEM scenario of Second World War at Sea: Bismarck where I'm hunting down the Germans, and I basically have no destroyer screen left for my capital ships because my destroyers had to head back to port for fuel. Even in Mediterranean scenarios, fuel can become a factor for the smaller ships.

I keep track on an Excel spreadsheet for PbEM so its easy. For FtF, I'd recommend what I think is in the rules, just keeping track for the task force as a whole unless it splits up.

Shouldn't a thread about consumption be in the Pandemic folder?

Ignore "..mark off 1 fuel box every 24 sea zones..."

If a task force moves 2 hexes, mark off 1/4 fuel box.

If a task force moves 3 hexes, mark off 1/2 fuel box.

If a task force moves 4 hexes, mark off 1 fuel box.

I do not understand the rules in this area.

This is kinda bizarre. Moving more than 2 hexes is more than 2x as expensive as moving 1 hex? Is that right? Is that rooted in history?

As I understand, there should be a table, something like this

# of hexes # of fuel pts
1 1/24
2 ??
3 ??
4 ??

Is this right?

See above. I think its rooted in history, at higher speeds engines burn more fuel. I think that's right for speed 4. I don't have the rules in front of me.

I did read that in the Doolittle raid, when they ran in to launch, they left the DDs behind. So feel free to do the same in the game. Also, they did refuel DDs from CAs which is not allowed in SWWAS. This should be allowed in the game especially for the early scenarios because the USN has very few BBs to refuel from.
