The rules specify that players alternate drawing chits. Who starts each turn?

It really doesn't matter who starts, or even if you don't alternate. The chit drawn determines what happens next, not who draws it. Of course, if you have a sneaky opponent ...

It can matter. Certain Action Chits specify that the chit drawer will go first.

If the rules don't specify who goes first in the turn, then, I'd grant it to the French as the are the ones on the offensive. Maybe others can help here.

Since from the first games, with French troops present, the rules assigned the initiative to them, as I recall.

"France is France, grandeur francaise!"
