There's always San Juan, but that's pretty much the same game as Race for the Galaxy,

I hear Innovation can be quite fun.

Ca$h 'n Gun$ and BANG!, which are somewhat chaotic, and have some subtle skill that the amateur won't likely have (at least in my vengeful gaming friends).

Stone Age seems to be a likely pick, though it only goes up to 4. It does take 90 min or less with 4 players.

Killer Bunnies and the Quest for the Magic Carrot I enjoy, the Remix version would probably be best, if you want a shorter game just remove some carrots. This is seemingly a bit too chaotic at times.

Glory to Rome is a bit complex to learn (like RftG), and so your first game will not be quick (and for some players, perhaps not even fun). However, once you learn it, Glory to Rome is exactly the game you are looking for. It's like RftG with more swingyness.
