Subject: Dry Mass vs. Wet Mass on dV map rss

I understand the difference. Dry mass is the mass of the ship excluding the propellant and is used on the delta-v map. Wet mass includes the propellant and is used on the tactical map.

Obviously, the ship must move its payload and propellant, so I'm curious why wet mass isn't used on the delta-v map. The designer's notes didn't shed any light on the subject.

Any ideas?

(Unfortunately, I doubt given the technical nature and length of the game, I could convince my regular opponents to play this one.)
