I played this game twice last night (I happened to win both games surprisingly) and I think this game is a winner for me. It captures the civ sense with progressing technologies and also displays aspects of combat with the demand cards. The first game I got gunpowder in early in a fortress dominant game and was able to use it for 3 turns to steal away a bunch of top cards. At the same time the game has random aspects and crazy sways of power.
I think this will be a winner with my group of gaming friends and even my civ loving wife who enjoys Fluxx . The dynamic nature and changing tides may be a winner while at the same time provide some strategic though and planning.
