We played a three player game, so during phase 5 we refilled the plant market to have 2 cards (or, if we flipped the min of 1 and ended up with three, we discarded the lowest). What ended up happening is only one plant (the most recently flipped one) was worth buying each turn, and even then the number of cities the highest number could power was 4. This meant that step 3 was never revealed, and by the time the 17th connection was built, the person who won could only power 10 cities.

Without a twiddle, does step 3 just remain at the bottom of the deck until all the plants are flipped? If so, how in the world are you supposed to get to step 3 in this game? I know that doesn't make sense, so what are we doing wrong?

Re-read the rules regarding setup.
The Step3 card is shuffled with the #31-#35 plants, and the #36+ plants are beneath it.

even though you seem to have missed this it seems like 1 player bought tons of cities without ever being able to power them which is generally not a great strategy since it puts you in first and ends up costing you more than you can make later. With 3 players there are only 42 city spots available during Step 2. If that is the case, the person who got to 17 was essentially let there by the other players as there is really only enough locations for 14 each.

Also, did you remember to remove the appropriate power plants? The China map doesn't use all 48 plants. I don't remember which ones you remove, but you should be removing 10 or so plants in a 3 player game (the instructions have a list).
