I feel like there's something we're not being told here. A team of men with bulletproof vests? Are we saying that no officer had come up at first and said "hey guys, we can't let adults be here who aren't accompanying kids; you'll have to play some where else"?

This sure sounds like it was an escalation of an existing situation to me...
