I recently got in interested in this game and found that a few of the starter decks are available locally for a fair price. I'd like to know a few things before I jump in though
Are the starter decks preconstructed, or random with cards for a particular race? Also, if the former, is a set of sector cards inside the decks, or would I have to fish for them in the boosters?

Coronis Imperial Guard
Assuming that these are preconstructed, are these decks balanced against each other? I hoped to buy just these (and possibly other decks if I came across them) and stop at that, effectively having a self contained card game. In other words, I'd like to know if the game is viable without any booster pack purchases. Would this work, or should I look for something else?
I can partially answer you. The decks are pre-constructed for a specific race. As such you will only find cards for that race or generic cards in your deck. Even the rares are fixed, so starters from the 1st edition will always receive the same cards.
I heard that they were very well balanced out of the box but I've never played the game so I'm afraid I can't really comment on it.

Unfortunately playing the preconstructed decks will definitely not give you the same gaming experience as if you would play with decks that you have constructed. There is not too much concept in those, sometimes the cards are not even compatible with each other, or the combinations are just simply very weak (especially in the CC Imperial Guard).
