Depends on who the collaborating organizations are, how they handle the material, whether they publish noise or signal, and whether they actually protect confidentiality.

I won't judge based on intent, but execution.

The other issue is one of access.

What is the criteria for being an organization to get access to the files?

If one has access, do they find out who leaked the documents?

As Ken said-
much of this isn't intent, its execution.

Key point is - are the journalists going to get access to the sources.
Without this link they are not capable of assessing the context of the leak making it effectively meaningless.

That said - it is encouraging to see that some folks who are involved are perceiving that the present way of doing it is toxic.
