Why does the Nagato have an attack factor of 20 while the Iowas have an attack factor of 16? Also the guns on the Iowas were more powerful than those on the SD and NC classes and more armor, but the factors are equal. As it is the SD and NC classes outgunned the Nagato as well. What gives?
This is not a tactical game, so the name on the counter just illustrates the capital ships in the group, not its total composition. In addition they do not all represent the same number of ships that include the capital ship plus CA, CLs, and DDs in varying amounts. The BB Nagato represents the pre-WWII main battle line of the Japanese fleet so it represents more BBs than does the Iowas. The net difference between BB classes is minimal and the escorts are not identical. I would add that every ship is accounted for somewhere in the counter mix.
